Such aged tenement houses are usually inhabited by workers, taxi drivers, some simple people who provide various services, porters, maids, cooks, waitresses, etc. The city is developing and no longer needs such ugly buildings. The area is already intended for new, more serious investments. And the fact that someone will take a bribe of a few million dollars again probably doesn't matter in the Middle Kingdom.
